Barrio Logan
Barrio Logan is a mixed-use community bordered by Downtown and Commercial Street to the north; National City and Division Street to the south, Interstate 5 to the east, and the San Diego Bay to the west (see Map 1). Barrio Logan is situated within District 8 of the City of San Diego, Councilmember Ben Huseo, California Assemblywoman Mary Salas (79th Assembly District), California Senator Denise Ducheny (District 40), and U.S. Congresswoman Susan Davis (District 53). The Barrio Logan/Harbor 101 Community Plan governs the community, and the Chollas Creek Enhancement Plan governs the rehabilitation of Chollas Creek.
The 550-acre, primarily Latino community was settled in the late 1800s. In the 1950s, the community began to turn into an industrial area due to change in city zoning laws, which made the current Barrio Logan a mixed-use zone. Interstate 5 was constructed in 1963, dividing Logan Heights and creating the current Barrio Logan community (see Maps 2 & 3).
In 1990, 133 acres of Barrio Logan were designated as a Redevelopment Project Area (see Map 4). There are currently two completed Redevelopment projects and four additional proposed Redevelopment Projects, all of which incorporate affordable housing. Adding to the revitalization process, on January 31, 2007, the Centre City Development Corporation (CCDC) approved up to $1.5 million in funding for the Barrio Logan Community Plan Update. Barrio Logan is also within three other development and business incentive zones: Enterprise Zone, Renewal Community, and Small Business Administration (SBA) HUBZone (see Map 5).
Barrio Logan is known for, among other things, the community's participation in the development process for Chicano Park, an award-winning park located underneath the Coronado Bay Bridge noted for its Mexican-style murals painted by local artists.
