Located just over a mile east of downtown San Diego, City Heights is one of the most diverse communities in California. A business and residential area in the heart of Mid-City, this densely populated series of neighborhoods is bordered by El Cajon Boulevard to the north, State Route 94 to the south, 47th street and Chollas Creek to the east, and Interstates 805 and 15 to the west (see Map 1). Oftentimes referred to as the "Ellis Island of San Diego", City Heights' residents speak over thirty languages and come from a wide range of ethnic backgrounds. Today, City Heights is characterized by its resident's strong work ethic, its award-winning Urban Village development, and its role as an entryway to America for many immigrant families.
With a long history of civic involvement, the community is governed by the Mid-City Communities Plan, the Azalea Park-Hollywood Park Revitalization Action Plan, the Euclid Avenue Revitalization Action Plan, and the Chollas Creek Enhancement Program. In 1992, the City Heights Redevelopment Project Area was established which covered a majority of the community, as well as portions of the Normal Heights and Kensington-Talmadge planning areas. Since that time, the City Heights Redevelopment Project Area Committee (PAC) has completed over 20 projects and/or programs designed to revitalize the area. Additionally, the Crossroads Redevelopment Project Area was created to revitalize the major transit corridors of El Cajon Boulevard, University Avenue, Euclid Avenue, and the areas of Oak Park and Chollas Creek. Together, the City Heights and Crossroads Redevelopment Areas cover a large portion of the community (see Map 4).
City Heights is mostly located within San Diego City Council District 3. However, a southern neighborhood, Ridgeview, is located within District 4, and four eastern neighborhoods are within District 7 (see Map2).
