Crossroads Area
The Crossroads Area is a unique location northeast of Downtown San Diego combining the neighborhoods of El Cerrito, Rolando, and the southern portion of College Area. The Crossroads Redevelopment Project, which helped to derive the location's name, covers a majority of this area. The community is situated between Talmadge, City Heights, Darnell, and the City of La Mesa (see Map 1). The area's northern boundary follows the blocks designated by the Crossroads Redevelopment Project Area, roughly a few blocks north of Montezuma Avenue. Crossroads other boundaries include 54th Street to the west, University Avenue to the south, and a variety of residential streets distinguishing San Diego from La Mesa to the east (see Map 2).
The Crossroads Area is predominantly single family homes, with commercial space strictly located along the community's major corridors (see Map 3). San Diego State University sits just north of the Crossroads Area, just south of the I-8 freeway. Located in the heart of College Area, the school largely impacts its surrounding neighborhoods, including the Crossroads Area. The Crossroads Area continues to be a popular residential community among students, young professionals, and families. Its population is growing at a much faster rate than the rest of San Diego, with little space to expand. As a result, the area must densify and from this two arguments continue to polarize the community: the desire to preserve existing single family housing and the necessity to provide additional multifamily housing to house growing populations.
The Crossroads Redevelopment Project Area covers a majority of the Crossroads Area. The 1,031-acre Crossroads Redevelopment Project Area and Redevelopment Plan were established in 2003. The focus of the Redevelopment Plan is dual purpose: to revitalize the properties along El Cajon Boulevard, University Avenue, College Avenue, and the residential neighborhoods of Chollas Creek and Fox Canyon. The incentives, paired with the redevelopment zone, have attracted much developer interest. Additionally, the College Area and El Cajon Boulevard Business Improvement District cover portions of the Crossroads Area, as well as the College Heights Maintenance Assessment District (see Maps 4 & 5).
