Normal Heights is a mostly residential neighborhood situated on the southern rim of Mission Valley, directly east of North Park and west of Kensington. Normal Heights sits between I-805 and SR-15 and north of El Cajon Boulevard (see map 1). Oftentimes labeled as "one of the most walkable neighborhoods in San Diego", the community is alive with a vibrant business district filled with an eclectic mix of antique stores, coffee shops, unique restaurants, specialty food shops, and used book stores.

Normal Heights is one of four communities located within San Diego's Mid-City community planning area, being governed by the Mid-City Communities Plan. The local economy is promoted by the Adams Avenue Business Association, which oversees the Adams Avenue Business Improvement District and sponsors two popular two-day street gatherings, the Roots Festival and the Adams Avenue Street Fair. Most of the commercial development is pedestrian friendly retail along Adams Avenue and auto-oriented strip development along El Cajon Boulevard.

The northern portion of Normal Heights is predominantly single family residential development, with multifamily residential development throughout most of the southern portion. The Normal Heights Community is made up of three neighborhoods, which are Adams North, Adams Park, and Cherokee Park (see map 2). Adams North is zoned as primarily single-family neighborhood, while Adams Park and Cherokee Park include a broader mix residential and commercial development (see map 3). The classic neon "Normal Heights" sign that spans Adams Avenue is one of six such neighborhood signs throughout the Mid-City area. The community was named after the former San Diego Normal School, a college that was once located in University Heights.
